Expression of Interest are invited for Recruitment of a Deputy Coordinator of the Projects and Programs Monitoring Unit . Job profile : The candidate must at least meet the criteria below: 2.1 General skills and functional skills: § Demonstrate integrity by complying with international ethical values and standards; § Promote the vision, mission and strategic objectives of the Government of the DRC; § Demonstrate sensitivity and adaptability to culture, gender, religion, race, nationality and age; § Be oriented towards the proposal of pragmatic solutions and results; § Demonstrated capacity and substantial experience in monitoring the physical execution of projects and programs funded by development partners; § Mastery of the public procurement process; § Substantial experience working with public sector, donor and civil society representatives on policy and strategy issues; § In-depth knowledge of the cycle of projects funded by development partners; § Substantial knowledge of aid effectiveness issues and recent developments at the international level, in particular the work of the OECD/DAC and the Rome and Paris forums on aid effectiveness; Strong abilities to support the formulation and implementation of capacity development programs and strong oral and written communication skills. 2.2 Education: At least a Master's degree (BAC+5 years) or equivalent in one of the following fields: Civil engineering and building, architecture or equivalent. 2.3 Language experience and knowledge: § At least fifteen (15) years of experience, including 10 relevant in developing countries, in the design, project management or implementation, management of development projects with a strong infrastructure component; § Extensive experience working with governments and development partners; § Experience in the use of IT in the development process and project management; § Excellent command of written and oral French.
