• Tenders are invited for Final Evaluation of the Prevention and Control of Waterborne Diseases Project The specific objectives of the mission are: · An analysis of the relevance and consistency of the activities implemented in relation to the strategy used, the objectives of the project, the choice of beneficiaries and in relation to other actors · The relevance and adaptation of the project objectives in relation to the needs, - The relevance of the choice of the area of​​intervention of the project and especially of the identified health areas, i.e. the relevance of the choice of health facilities and of the Cholera Treatment Center (CTC Uvira), - The level of involvement and understanding of the project by the other actors, · The relevance of the indicators chosen to monitor the progress of the project and the achievement of the objectives, · Consistency between chosen indicators and sources of verification, - Consistency between activities and expected results, · The viability, after 9 months of the project, of the objectives, - The coherence of the project with the priorities, national and regional policies and the involvement of the sectoral authorities, · The consistency of the project with the strategy of the DRC Red Cross and the French Red Cross, · To what extent has gender and inclusion been taken into account in the program? · To what extent have the project team, local committees, volunteers taken protection, gender and inclusion into account (criterion: dignity, access, participation and safety)? · To what extent does the program take into account the protection of the environment and the fight against climate change? · To what extent have activities that were not directly linked to the environment taken into account respect for it? · The accountability of the project to the populations/authorities concerned and their level of involvement in the implementation. An analysis of the effectiveness of the activities in qualitative and quantitative terms : · Assess the degree of coverage of activities in relation to the needs initially identified and the current proven needs, · Assess the beneficiary selection system, · Assess the project's capacity to mobilize the human resources and equipment necessary to carry out the activities and achieve the objectives, · Assess the project's capacity to define and implement approaches and methodologies appropriate to the context, An analysis of efficiency (cost/effectiveness ratio) in the implementation of activities The idea is to determine to what extent the outputs and results have benefited from a rational use of time and resources (human and financial), giving particular importance to the state of expenditure compared to planning. This will include examining whether the available resources were sufficient to achieve the project objectives as well as formulating final recommendations.
