Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1273843 - Feasibility study of index based insurance program for small and medium scale farmers in DRC Assignment Countries: - Congo, Democratic Republic of ASSIGNMENT DESCRIPTION In 2015 the Democratic Republic of Congo liberalized the insurance market which is estimated to have potential to grow to at least USD 500 million. The development of agriculture insurance would play an important role in developing the insurance sector as the agriculture sector contributes to 20% of GDP, employing more than 65% of the population. The potential of agriculture for poverty reduction, economic development remains largely untapped. Indeed, yields for the top three staple crops grown in DRC are lower by a factor of 1.8 to 3.5 compared to neighboring countries. Farmers access to credit is low with only 1.7% of financial institutions credit portfolio lent to this sector as of 2017. Insurance would play an important role in enhancing access to credit for DRC farmers while increasing their resilience to shocks. Thus, the need to conduct a thorough technical, operational, financial and institutional feasibility study for index-based insurance program for small and medium farmers.
