Description:
The study will involve an affordability analysis for the beneficiary populations in Kinshasa and an assessment of the feasibility of various scenarios of hybrid financing for the development of water treatment plants under a bulk water PPP structure, which blend public and private funds, to maximize the use of IDA funding to increase water access for the population. This study will assess the future revenue stream of REGIDESO SA, under different scenarios of the current and future projected tariff structure; increased volumes of water produced; the expansion of the water distribution network; the consequent increase of clients; and potential savings from proposed efficiency improvement including NRW and improved collection / losses. This will help to identify alternative mixes of public and commercial financing for a bulk water joint IDA-IFC-MIGA PPP program for the facilities to be developed under the proposed new Kinshasa Water Access Scale-up project. The proposed PPP program will involve the development of up to four water treatment plants. It will also facilitate the identification of funding gaps, potential financing sources, and risks to be covered under the different scenarios, as well as the different procurement alternatives and phasing that the government may follow for the delivery of the new production facilities.
