• Expression of Interest are invited for Recruitment of a Consultant (Firm) in Charge of the Study on Vulnerability Assessment in the Intervention Area of the Kin Elenda Project This Notice for Expression of Interest follows the General Procurement Notice published from November 03, 2021, on the websites of the World Bank, UNDB, ARMP, Media Congo and the Infrastructure Unit and Le Potentiel newspaper. The Government of the Democratic Republic of Congo has received funding from the International Development Association (IDA) of the World Bank Group, for the preparation and implementation of the Kinshasa Multisector Development and Urban Resilience Project (project KIN ELENDA), and has retained to use part of these funds to make payments under the service contract of a consultant (firm) in charge of vulnerability assessment study in the project area more precisely in the area of the watershed of the N'djili river including the communes of Lemba (a part), Matete, Kisenso, N'djili in the City - Province of Kinshasa. The overall objective of the mission is to: (i) Establish the vulnerability profile by assessing the predisposition of households in the targeted communes to natural hazards and floods in particular; (ii) Guide the identification of tangible measures capable of reducing the exposure and susceptibility of the community exposed to the risks and phenomena of flooding and erosion. The services of the Consultant concern the following activities: (i) Make a diagnosis, that is to say an inventory of the situation of vulnerability of the zone through documentary research as well as the collection of relevant data or information as well as field visits. This step will also be used to prepare the field survey as well as the identification and selection of basic indicators representative of the 3 components of vulnerability, namely: exposure, susceptibility and resilience; (ii) Conduct the field survey to collect data on vulnerability; (iii) Proceed to analyze the data: stage comprising multivariate analysis, standardization, weightings, aggregation as well as the mapping of the results of the analysis; (iv) Take into account the recommendations of the report restitution workshop: these are guidelines for an action plan, as well as a capacity building program for actors. The maximum duration of the mission is four (4) months spread over eight (8) months, from the notification of the service order to start the services.
